When you are Paid up or Made it to Your Target Amount , you are Fully Funded and you no longer pay the Funding Monthly Premium. It drops to the Maintenance Fee only. To me it is finally like having someone actually help you pay for stuff such as a spouse would.
Just like the HMA , you can use it at anytime. As long as there are funds in there. I like the analogy of filling up a swimming pool. It starts low , you can put your feet in there, then your ankles, soon up to your knees. Then you can jump in ! With security
